If you read Exodus, that will answer your question about who the Hebrew Israelites are. Referring to them as Black Hebrew Israelites already show that you have a bit of a selective view of whether they are legit or not. For clarification, the correct term is Hebrew Israelite, and that "is" in the Scriptures.
Who was the Bible or Scriptures given to? The lost sheep of the house of Israel, that's also all throughout the New Testament.

In regards to the Messiah, God stated, "Indeed He says, 'It is too small a thing that You should be My Servant to raise up the tribes of Jacob, and to restore the preserved ones of Israel; I will also give You as a light to the Gentiles, that You should be My salvation to the ends of the earth.'" (Isaiah 49:6). The Old Testament was for the Israelites, but the Gospel is for all mankind.
Therefore, in regard to the truth, the Hebrew Israelite groups are not legitimate. They pull bits and pieces from both the Old and New Testaments, add in a great deal of wishful thinking, and created a religion that follows their own thoughts. "For the time will come when they will not endure sound doctrine, but according to their own desires, because they have itching ears, they will heap up for themselves teachers; and they will turn their ears away from the truth, and be turned aside to fables" (II Timothy 4:4).
