Answer:

God speaks to all the world through the same means, through His word. Paul noted that God commands all men to repent. "Truly, these times of ignorance God overlooked, but now commands all men everywhere to repent" (Acts 17:35). How does God deliver His command? "Now thanks be to God who always leads us in triumph in Christ, and through us diffuses the fragrance of His knowledge in every place. For we are to God the fragrance of Christ among those who are being saved and among those who are perishing. To the one we are the aroma of death leading to death, and to the other the aroma of life leading to life. And who is sufficient for these things? For we are not, as so many, peddling the word of God; but as of sincerity, but as from God, we speak in the sight of God in Christ" (II Corinthians 2:14-17). One message is sent out. Most reject it, but a few accept it.

"For since, in the wisdom of God, the world through wisdom did not know God, it pleased God through the foolishness of the message preached to save those who believe" (I Corinthians 1:21). The idea that in this age God gives different individuals different personal messages is false.
