In Chapter 2 of his prophetic book, Joel foretells the events related to Pentecost in Acts 2. His concluding statement from that prophecy was that "it will come about that whoever calls on the name of the Lord will be delivered" (Joel 2:32). To "call on the name of the Lord" sounds like calling out to someone in a kind of prayer, and that's the way most people consider that phrase. But in reality, the meaning is closer to putting one's trust and confidence in God and all that pertains to Him.

For instance, who was saved on the day of Pentecost? Those who obeyed Peter's preaching. That is, they repented of sin and submitted to baptism for the forgiveness of their sins (Acts 2:38, 41). What did they do? Did they "call on the Lord" in prayer? No. In fact, Peter never mentioned prayer when they asked what they should do. They responded to the Lord's will in repentance and baptism, believing that if they did so, their sins would be forgiven.

When they responded in obedience, they were saved. They "called on the Lord” by putting their trust in Him and manifesting that trust by their direct obedience. In short, they did what He said to do.

Is it any different today? No, although people will maintain that "calling on the name of the Lord" is a simple utterance of prayer asking Him into their hearts and begging His salvation. Instead, Scripture tells us we are to "call on His name" as we hear what He says and do it. What saved the people on Pentecost saves people today.

"Why do you delay? Get up and be baptized, and wash away your sins, calling in His name" (Acts 22:16).

Answer:

As most linguists will tell you, one of the difficulties in translating from one language to another is caused by idioms in a language. Idioms are phrases that really don't say what they mean, but native speakers understand them without much thought. A popular example from English is "It's raining cats and dogs" to mean there is a torrential downpour going on outside.

In the Bible times, "in the name of" was a way to say "by the authority of" or "with the authorization of". We still use the phrase when you hear on a show, "Stop in the name of the law!" The phrase means the person is being ordered to stop, not because someone feels like stopping them, but because the law authorizes the person to demand another person stop. You can see this when Peter is asked, "By what power or by what name have you done this?" (Acts 4:7). Peter's response was that it was "by the name of Jesus Christ of Nazareth" (Acts 4:10). Peter was saying he had the authority given to him by Jesus to perform the miracle.

To "call on the name" is to claim a right issued by the authority of another person. When Paul was about to be sent to Jerusalem, he made an appeal: "For if I am an offender, or have committed anything deserving of death, I do not object to dying; but if there is nothing in these things of which these men accuse me, no one can deliver me to them. I appeal to Caesar" (Acts 25:11). In Greek, the word Paul used that is translated "appeal to" literally means "call upon the name of".

Therefore, "And it shall come to pass that whoever calls on the name of the LORD shall be saved" (Acts 2:21) means that whoever appeals to the authority of the Lord will be saved. You can't claim a right to something the Lord authorized while simultaneously going against what the Lord commands. We can see this when Paul was baptized. "And now why are you waiting? Arise and be baptized, and wash away your sins, calling on the name of the Lord" (Acts 22:16). By being baptized, Paul appealed to the authority of the Lord to be saved.

Not just because a person says he is making an appeal, it doesn't follow that he really is doing so. People are known to lie. Jesus asked this thought-provoking question: "But why do you call Me 'Lord, Lord,' and do not do the things which I say?" (Luke 6:46). The problem for some is that their words don't match their deeds. This is what Jesus addressed in Matthew, "Not everyone who says to Me, 'Lord, Lord,' shall enter the kingdom of heaven, but he who does the will of My Father in heaven. Many will say to Me in that day, 'Lord, Lord, have we not prophesied in Your name, cast out demons in Your name, and done many wonders in Your name?' And then I will declare to them, 'I never knew you; depart from Me, you who practice lawlessness!'" (Matthew 7:21-23). Notice the last word, "lawlessness," it means going against the law. People were appealing to the Lord, but their deeds were contrary to what the Lord authorized.

By the way, you probably learned this as a child. If you ever tried to tell an adult, "But mom said I could have a cookie!" (and she didn't), when she found out about it, you likely got into big trouble.

"Then Peter said to them, "Repent, and let every one of you be baptized in the name of Jesus Christ for the remission of sins; and you shall receive the gift of the Holy Spirit. For the promise is to you and to your children, and to all who are afar off, as many as the Lord our God will call" (Acts 2:38-39). Peter stated that people who repented and were baptized would be forgiven of sins and receive the gift of salvation from the Holy Spirit (see also Ephesians 1:13-14). This promise was offered to everyone: this generation and all succeeding ones, this immediate audience, and all across the world -- as many as God calls to Himself. In fact, the Greek word that is translated as "church" literally means "the called out." "But you are a chosen generation, a royal priesthood, a holy nation, His own special people, that you may proclaim the praises of Him who called you out of darkness into His marvelous light; who once were not a people but are now the people of God, who had not obtained mercy but now have obtained mercy" (I Peter 2:9-10).

The method God chose to accomplish this calling is through the Gospel. "But we are bound to give thanks to God always for you, brethren beloved by the Lord, because God from the beginning chose you for salvation through sanctification by the Spirit and belief in the truth, to which He called you by our gospel, for the obtaining of the glory of our Lord Jesus Christ" (II Thessalonians 2:13-14). That gospel is for all people. "For I am not ashamed of the gospel of Christ, for it is the power of God to salvation for everyone who believes, for the Jew first and also for the Greek" (Romans 1:16).

Therefore, when Peter said, "as many as the Lord our God will call" it is really a roundabout way to say "everyone" but it emphasizes that this is God's choice and not man's. It became a critical issue early on in the church when some wanted to claim that people had to become Jews to be saved. Peter pointed to the example of Cornelius' conversion to point out that God offered Gentiles salvation as Gentiles and not as Jews. The Jews could not limit whom God calls.

Hence, what you have is someone who did not understand the meaning of the terms in the Bible to draw a conclusion that the Bible contradicted itself. Since we are able to show a way of understanding the verses, without stretching anything out of context, that doesn't lead to a contradiction, the claim of self-contradiction is false.

Since, "The Lord is not slack concerning His promise, as some count slackness, but is longsuffering toward us, not willing that any should perish but that all should come to repentance" (II Peter 3:9), it would be sensible to understand that in order to get people saved, God would tell them what they need to do.

We also need to understand that a partial answer to the question won't be an honest answer. "The entirety of Your word is truth, and every one of Your righteous judgments endures forever" (Psalm 119:160). Falsehood can be spread through outright contradictions to God's teaching and by only teaching a part of what God has said.

When you ask how to be saved, it is important to understand what you are being saved from. In announcing the birth of the Messiah, Joseph was told, "And she will bring forth a Son, and you shall call His name Jesus, for He will save His people from their sins" (Matthew 1:21). Therein is the core problem: People have mired themselves in sins from which they cannot get away without help.

God tells us a number of things all come together to bring about the salvation of people.

Who Gives Salvation?

God, the Father: It is God who wants us saved, and it is God who works toward our salvation (Titus 3:4-5; Romans 6:23).

Jesus Christ: It was the Son of God, Jesus, who took action to bring about a means by which we might be saved (I Timothy 1:15; Hebrews 5:8-9; Luke 19:10).

The Holy Spirit: This effort would be for naught if people did not know what happened. It is through the efforts of the Holy Spirit that the message of salvation was brought to the dying world. Through His words, we are promised salvation (John 16:7-15; Ephesians 6:17; Ephesians 1:13-14).

The Motivation for Giving Salvation

Grace: God gives salvation freely, not because it is owed or earned but because God gifts it to men (Ephesians 2:8-9; Titus 2:11).

Love: God gives salvation because He loves all people (John 3:16; I John 4:9-10).

Mercy: God's mercy balances His justice. He can give us less than what we deserve because of His great mercy (Titus 3:5).

The Means by Which Salvation is Extended

The Death of Christ on the Cross (Galatians 6:14).

The Suffering of Christ (Hebrews 2:9-10, 17-18).

The Blood of Christ Shed on the Cross (Romans 5:9; Ephesians 1:7).

The Life of Christ (Romans 5:10; I Corinthians 15:16-17; Colossians 2:13).

The Authority of Christ (His Name) (John 20:30-31; Acts 4:12).

The Notification that Salvation is Available

The Message of Christ (the Gospel) (Romans 1:16; I Corinthians 1:18).

The Accuracy of the Message (the Truth) (John 8:31-32; II Thessalonians 2:10).

The Messengers of the Gospel (Preachers) (I Corinthians 1:21; II Thessalonians 2:14).

Responding to the Offer of Salvation

Hear: The message of the Gospel cannot save a person if he refuses to listen to the message (Romans 10:14-17; II Thessalonians 2:10).

Faith: The message heard does a person no good if he doesn't believe it (John 8:24; Romans 5:1-2).

Call on His Name (Christ's Authority): Faith doesn't do anyone any good if it doesn't motivate a person to want to accept Jesus' authority over his life (Romans 10:12-13).

Repentance: You can't claim to accept Christ's authority over your life if you don't change your life to conform to His will (Acts 3:19; II Corinthians 7:10-11).

Confession: A claimed belief is not real if you aren't willing to admit that you have it (Matthew 10:32-33; Romans 10:8-10).

Be Baptized: God selected a simple method by which we demonstrate and declare our acceptance of His offer of salvation -- immersion in water. It is a physical act that symbolically represents what salvation is all about (Romans 6:3-7; Mark 16:16; Acts 2:38; Acts 10:47-48; Acts 22:16; I Peter 3:21).

Hope: If we didn't expect God to save us, why would we bother to do His Will? (Romans 8:24).

Obedience: It would be meaningless to accept Christ's authority over our lives if we refused to do what he commands of us (Hebrews 5:9; Luke 6:46).

Works: Not man-created works, but doing the works of God. Obedience doesn't exist if no effort is put into doing what God commands of us (Ephesians 2:10; James 2:20-26).

Who Must Respond to the Offer of Salvation?

Yourself: No one can respond to God's offer on your behalf. You must choose to accept God's offer (Acts 2:40-41; Philippians 2:12).

Can Any be Left Out?

Which of these can be left out and a person expects to be saved? Can a person be taught they are saved by grace alone without mentioning the involvement of any of the other things connected to their salvation? Would you contradict James 2:24 and declare that salvation is by faith alone and leave out any of the other things listed above?

Why would anyone say that salvation is by anything alone when the Bible clearly says a number of specific factors act in concert to produce salvation? A person is saved when all that God has done for a person connects with all that God commands of a person (Ecclesiastes 12:13-14).“Baptism is just a symbol,” we’re sometimes told and it is true that baptism does represent many things to the person who has faith in God, just like the Lord’s Supper has symbolic meaning to the partakers (I Corinthians 10:16). But does the fact that it represents other things make it less essential to be done? Or, does it become important for the believer to participate in what is being symbolized?

It is God who commands baptism (Acts 2:38) and we must do the works of God (Ephesians 2:10). It is God who states that baptism washes away our sins (Acts 22:16) and saves us (I Peter 3:21). Such can be seen through what God says baptism represents. So why do you delay?

Answer:

The question assumes that God the Father and God the Son have different desires for our salvation. Yet Jesus stated, "I do not pray for these alone, but also for those who will believe in Me through their word; that they all may be one, as You, Father, are in Me, and I in You; that they also may be one in Us, that the world may believe that You sent Me" (John 17:20-21). Being one, there is no difference in purpose between the Son and the Father. Earlier Jesus also stated, "I do not seek My own will but the will of the Father who sent Me" (John 5:30).

To call upon someone is to appeal to their authority or to claim a right that someone had authorized. For example, Paul called upon the name of Caesar when it seemed he would not get local justice (Acts 25:11-12). It was Caesar who authorized the right to appeal a judge's decision, so Paul called upon Caesar's law for protection.

Sin has interfered with our relationship with God. "And there is no one who calls on Your name, who stirs himself up to take hold of You; for You have hidden Your face from us, and have consumed us because of our iniquities" (Isaiah 64:7). Yet God has offered to save those who will call upon His name -- that is, to appeal to His authority. "I will bring the one-third through the fire, will refine them as silver is refined, And test them as gold is tested. They will call on My name, and I will answer them. I will say, 'This is My people'; and each one will say, 'The LORD is my God.' " (Zechariah 13:9). This Peter quotes in Acts 2:21, "And it shall come to pass that whoever calls on the name of the LORD shall be saved."

Since God gave Jesus all authority ("You have given Him authority over all flesh, that He should give eternal life to as many as You have given Him" - John 17:2 see also Matthew 28:18), Peter boldly states this about Jesus: "Nor is there salvation in any other, for there is no other name under heaven given among men by which we must be saved" (Acts 4:12).

Of course, to appeal to a higher authority assumes you understand your rights and believe that God has the power to lift you up. "For there is no distinction between Jew and Greek, for the same Lord over all is rich to all who call upon Him. For "whoever calls on the name of the LORD shall be saved." How then shall they call on Him in whom they have not believed? And how shall they believe in Him of whom they have not heard? And how shall they hear without a preacher?" (Romans 10:12-14). Interestingly, baptism is an act that is described as "calling on the Lord." "And now why are you waiting? Arise and be baptized, and wash away your sins, calling on the name of the Lord" (Acts 22:16). It is not an act that earns salvation, but it is an appeal to the authority of God. "Corresponding to that, baptism now saves you--not the removal of dirt from the flesh, but an appeal to God for a good conscience--through the resurrection of Jesus Christ, who is at the right hand of God, having gone into heaven, after angels and authorities and powers had been subjected to Him" (I Peter 3:21-22).
